The EU’s copyright and enforcement framework cannot ‘stand still’, Ros Lynch, Intellectual Property Office (IPO) director has said.

Ros, director of Copyright and IP Enforcement, made the comments during an address at the at the Westminster Media Forum.

Commenting on the current discussions surrounding the implementation of a Digital Single Market, Ros said the copyright framework needs to keep up with innovation in the market place.

‘Technology is changing so rapidly that legislation from five years ago is no longer fit for purpose. Therefore it’s useful to be looked at again,’ she explained.

Ros also called for a system that would ensure creatives are rewarded for their work.

‘Although I don’t want to say that creativity itself can’t be its own reward, it’s vital creators are paid for their work and their work can be discovered and enjoyed by a wide audience. We need a copyright framework that actually supports trade in copyright works by all kinds of users including those in other countries,’ she stated.

Elsewhere, Frances Lowe, policy adviser and former Head of Legal, Policy and Public Affairs at PRS for Music, called on the European Commission’s Digital Single Market to reform current copyright legislation to prevent user upload platforms from claiming ‘safe harbour’.
